Rome maintained a centralized state over a very long period of time, in a fairly compact region (the Mediterranean and western Europe). The Mongols covered a lot of different, far-flung cultures that almost immediately went their separate ways after Genghis Khan’s death. Their influence is more comparable to Alexander the Great’s empire, where it briefly had incredible influence across the world but then each region developed separately.

Call them opposition parties, since both the Republicans and Democrats are effectively always “in government” as a coalition, with one being the junior partner depending on election performance.
That’s what’s so “exciting” about the present moment. With Trump valuing blind loyalty above all else with his cabinet appointments, will he actually be able to make the bourgeois state dominant over individual bourgois interests? That is the ultimate goal of fascism, after all. They will elevate the dominance of the ruling class systemically, by overriding capital’s preferred methods of state control.
