The US also did not want to shoot first. But it aboslutely tried to get the Soviets to initiate hostilities. It flew into soviet airspace with spy planes that did deliberately look like civilian aircraft from distance. The Soviets set up mock bases and tanks all over to create the illusion of having much more conventional military power than they actually had, otherwise they played it cool while working overtime to get their own nukes.
They couldn’t make that many nukes at the time, and had to be delivered by bombers. If they did this they would see the rest of Europe get rolled over by the red army.
Operation Unthinkable didn’t have that name for no reason.
