It looks like Voltorb always has levitate and is immune to Ground types.
Does this mean he has no weakness? Why does electricity only have 1 weakness?

In the games, it usually has static or soundproof, not levitate.
Eelektross has levitate as a pure electric type and yup has no weaknesses (without fuckery, like gravity)

Spiritomb used to have no weaknesses too.
