I personally think that it’s ok as long as it doesn’t impede Colorado citizens from enjoying the park. They also stated a possible shuttle but that seems unlikely since the park runs on donations and the Cities resources. I think it’s more likely to set limits on tourists.

I think then you run into the difficulty of enforcing those limits.
Can they afford to hire someone to do that? My guess is probably not without imposing a fee of some sort.

…not that a fee system couldn’t be approved under certain circumstances for such a thing in this town… It’s just not an easy sell
Considering that the only stipulation for the family to give GotG to the city was to keep it free I don’t think there can be a fee system.
