No consequences? Women can still file a complaint under domestic violence. And only women can file such complaint (IPC section 498A).

Again, what’s source on this number? Most places I’ve looked at gave me less than 10% of what you’ve quoted. And while 16 million is an unfortunately high number, India is the most populated country. Adjusted for population, Saudi and Turkey are way above India.
Every source I could find by googling “number of Dalits in India” was my source for 166 million. Yes, it is a huge portion of the population. You not knowing about it is proving my point.
