So the iOS and mobile version of the game basically did this because this made more since then just tapping on the screen. The Xbox 360 version which was like a very broken and a mobile port did this as well. The problem really is it’s just like press the button at the right time so you can basically have no muscle and go on max weight. The original it was press X and circle repeatedly which made more sense and felt real. This is something that people didn’t like about the Xbox 360 version and Rockstar decides let’s make the working out system this way instead of how it was originally. At least it’s not so much of a lazy import but yeah it also sucks because yeah the PlayStation store getting rid of the original Grand Theft Auto games kinda made me mad because it was cheaper and kept to the original concept. I didn’t get Grand Theft Auto 3 so that’s a whole thing. I only decided to play Grand Theft Auto San Andreas Definitive Edition cause I got it free. This basically made me kind of angry that this is the work out system I needed to complain.

Rockstar didn’t make the Definitive Edition, it was the studio that made the mobile ports that did it. There’s evidence that the Definitive Editions are actually based on the mobile ports, not the original games, such as touch config screens being present in the game files.
