interesting. Is it required for the refs/ to be “atomic” or can it be anything that is not “agreed upon convention” and thus recognised by github?

refs/
are/contains references to objects. You can use any custom ref paths that GitHub does not show in its web interface. GitHub itself uses custom ref paths for pull requests. You can fetch them from the remove through the Git protocol.
