Without spoiling too much; the bearded ghost is Luz’ dead dad, and the ghost with the ponytail is “related” to Hunter (the boy with the scars in the first panel). Both keep watching over their descendants from the afterlife but got spooked by the other one.
I also don’t understand the last couple of panels
I think it is that the other ghost was doing the same thing, but they both spooked each other because they are both still ghosts.

Oh so there’s probably some backstory I don’t know about, I may look into more of these comics
I believe the joke is that Luz’s dad and Celeb got startled seeing another unfamiliar spirit watching over someone else
