The International Olympic Committee on Thursday suspended the Russian Olympic Committee for recognising regional organisations from four territories annexed from Ukraine.

The IOC said the ROC would banned with immediate effect and would not be eligible for any funding after it recognised Olympic Councils from the regions of Luhansk, Donetsk, Kherson and Zaporizhzhia.

Thursday’s ruling does not affect any decision on Russian and Belarusian athletes’ participation at the Paris 2024 Olympics which the IOC will take at a later date.

They’re going to let them compete under some Olympic title and flag like 2022, and Russia will celebrate their wins all the same. This is an empty gesture without banning their athletes as well.

It seems to clearly say that the IOC will decide on Russian/Belarusian involvement in 2024 at a later date.

Donetsk and Luhansk are independent regions though, they are not part of Ukraine

Literally nobody claims they are “independent”. Russia annexed it and claims it’s Russian, the rest of the world recognizes it as regions of Ukraine.
